I do not have conditional access configured. This user has the MS office suite installed currently on a Win 10 laptop. They have gotten a new Win 11 laptop and are going to portal.office.com for their installation. As a test I disabled the default security in Azure AD and that allowed the login. My understanding is that default security is MFA.
